Roger Barthelmy Takes Over as Director of Luxembourg’s Rural Economy Service

Luxembourg’s Ministry of Agriculture, Food and Viticulture has confirmed the appointment of Roger Barthelmy as the new Director of the Rural Economy Service (SER), effective from Thursday, 4 September 2025. He will serve a renewable seven-year mandate.

Barthelmy, who holds a Master’s degree in Agronomy from the Rheinische Friedrich-Wilhelms-Universität in Bonn, is no stranger to the SER. He began his career there in 2008, working as an agricultural engineer within the Division of Agricultural Statistics, Agricultural Markets and External Relations. Over the years, he has built up significant expertise in the sector, particularly in the areas of market monitoring and international agricultural relations.

He succeeds Pierre Treinen, who had been at the helm of the service since 2012. Treinen has now taken on a new role at Luxembourg’s permanent representation in Brussels, where he will coordinate the European and International Affairs Unit of DG Agri and serve as spokesperson to the Special Committee on Agriculture (CSA).

The Ministry underlined that Barthelmy’s appointment is expected to bolster the SER’s mission of supporting Luxembourg’s agricultural sector, particularly at a time when farmers face increasing challenges linked to climate change, market volatility and international trade pressures.

Founded in 1964, shortly after the launch of the EU’s Common Agricultural Policy (CAP), the SER has long played a crucial role in combining economic analysis, statistical data, market surveillance and international representation. It also acts as a key advisory body to both the Ministry and European institutions, helping ensure Luxembourg’s voice is heard in Brussels.

With Barthelmy’s leadership, the government hopes to further reinforce the competitiveness and resilience of Luxembourg’s farming community, while continuing to adapt to evolving European and global agricultural policies.
