Europe’s Travel Scene Shifts as Tourist Rules Tighten

One of the most notable updates comes from Italy’s island of Capri, which plans to introduce stricter limits on tour group sizes and visitor behaviour starting in summer 2026.
Under the new system, guided tour groups visiting Capri will be limited to a maximum of 40 people to reduce overcrowding on the small island. Guides will no longer be allowed to use loudspeakers for large groups, and traditional group markers like flags or umbrellas will be banned — replaced by more subtle identifiers.
These regulations are designed to protect the environment and quality of life for both locals and visitors by controlling the overwhelming influx of tourists that can reach up to 50,000 per day in peak season.
Citizens and tour operators across Europe — from Germany and France to Luxembourg and Spain — are preparing for these changes, which may require new plans for travel itineraries and group tours. While the regulations focus mainly on group restrictions, individual tourists and small parties are less likely to feel direct impact, but larger organised travel will need to adapt.
Travel experts believe such measures signal a broader shift toward sustainable tourism management across Europe, encouraging sightseers to explore destinations in ways that preserve cultural heritage and local life for the long term.
