World Health Organization, being single is a disability

This is not exactly recent news but it is striking for some of us, especially here in Luxembourg. World Health Organization is saying that being single is now a disability. There are many singles in Luxembourg and for some reason we keep hearing the complaint that they are not mingling enough to become a couple. By WHO's definition now, do we have a lot of disabled people here?
