Majority of Luxembourg’s Non-Profit Associations have not Update Statutes with new law

Despite a two-year transition period, most of Luxembourg’s non-profit associations (ASBLs) have failed to comply with the country’s updated legal framework. According to figures released by Justice Minister Elisabeth Margue, only about 3,400 out of roughly 9,300 registered associations — just 37% — have adapted their statutes to meet the requirements of the new ASBL law introduced in 2023.

This leaves nearly 60% of all associations out of compliance as of 24 September, the deadline marking the end of the transition period. Under the law, any statutes that contradict the new provisions are now deemed null and void.

The situation is similar among Luxembourg’s 192 foundations, where only 80 — about 42% — have completed the necessary updates.

To help associations meet the new standards, the government has made resources and guidance available through the official portal myasbl.lu, where committees can find detailed instructions on how to revise their statutes.

The information was provided by Minister Margue in response to a parliamentary question from Democratic Party deputies Carlo Backes and Corinne Cahen, highlighting growing concern over the slow adaptation process within Luxembourg’s non-profit sector.
