EU Staff in Luxembourg Hospitals Will No Longer Pay Upfront

From 1 October 2025, European civil servants and their families covered by the EU’s health insurance scheme will no longer need to advance hospital costs in Luxembourg.
This change comes after a new administrative arrangement was signed on Thursday between the European Commission’s PMO (Office for the Management and Payment of Individual Entitlements) and the Federation of Luxembourg Hospitals (FHL).
Previously, since the revocation of the earlier agreement in January 2020, insured patients had to pay their invoices upfront before seeking reimbursement.

Where will it apply?

  • First at the Robert Schuman Hospitals (HRS) and the Centre hospitalier de Luxembourg (CHL) from October 2025.
  • Later at the Emile Mayrisch Hospital Centre (CHEM) and the North Hospital Centre (ChdN).

Why is it important?
According to the Ministry of Health, this agreement reflects the European Commission’s commitment—under Commissioner Piotr Serafin—to strengthen Luxembourg’s attractiveness as a hub for European institutions.

With nearly 13,000 EU officials based in Luxembourg, including 3,700 at the European Commission, the new system will ease access to healthcare and reduce the financial burden on staff and their families.
